(WAVY) — The Virginia Lottery Board announced the formal approval of initial regulations on casino gaming in the Commonwealth as well as providing an update on the recent launch of mobile sports betting. The Virginia Lottery and its Board were assigned the casinos, licensing, and regulation of mobile sports in the 2020 General Assembly session. As for casinos, the approved emergency regulations apply to proposed land-based casinos in Bristol, Danville, Norfolk, and Portsmouth — which were endorsed by voters in those localities in the November 2020 elections. A fifth casino in Richmond has also been proposed and is pending a public referendum in November 2021. The 2020 casino legislation required adoption of an initial regulatory framework by April 2021. The next steps include the Lottery refining regulations including an opportunity for public and stakeholder participation . Additionally, as part of the pre-certification process prior to the referendum, the Lottery conducted a preliminary assessment of the financial viability of each city’s preferred casino partner and the partner’s experience in operating casinos in a regulated environment. The Lottery says that as applications for casino operating licenses are submitted, it will conduct a comprehensive review of casino operators — including criminal history and financial reviews of designated gaming operators. Regulatory requirements also will specify internal controls, on-site security, and surveillance requirements. “The Lottery’s role as regulator is based on its three-decade track record as a respected and trusted gaming authority in the Commonwealth,” said Kevin Hall, executive director of the Virginia Lottery. “The Lottery’s professional staff and our Board will work to protect the public interest by ensuring the integrity of casino gaming through the strict enforcement of the law and our regulations.” The approved emergency casino regulations are posted here . On Jan. 21, live, legal sports wagering launched in the state and includes five approved permit holders, and additional permits are expected to be awarded soon. LAS VEGAS — With legalized sports betting beginning to spread throughout the nation, I thought this was a good time to answer a couple of letters from readers who are looking to start a career in the industry. I don’t want to relocate, but do you think I should work in Las Vegas for a while to get started? — Christie in Philadelphia. I’m 25-year management finance professional; what can I do now to make myself attractive for when betting opens in my state? — Rob W. in Massachusetts. Vinny: I’m happy to say this is a common inquiry with the expansion of sports betting. Like all endeavors, experience helps but is not necessary. In fact, some of my best employees over the years had no sportsbook (or horse racing) experience prior to working with me. I’m a firm believer in honesty, courtesy, respect, a positive attitude and common sense. With those traits in mind, I recommend: Following sports closely. Reading about our industry (particularly in terms of terminology). Going to a sportsbook in your area to look over the materials and house rules. Checking to see if there are any gaming classes nearby or online. Some resorts offer gaming classes on-site. Frankly, the Vegas Stats & Information Network is a great resource. If possible, apply for a job as a ticket writer; it’s the best entry-level position to break into the business. I’m not suggesting leaving your current job, but perhaps you can get started in a part-time capacity. Just as important, there are things not to do: Don’t think because you know about sports and betting that you know it all. While the basic knowledge helps, always be prepared to learn something. Vinny: The first time I was asked this question was in the mid-to-late 1970s when casinos opened on the boardwalk in Atlantic City. As was the case then, Las Vegas has not experienced a decline in business volume. While gaming revenue (the amount won or lost) has fluctuated, visitor volume continues to increase and sports betting handle has not declined. Let’s bear in mind that gaming in general has expanded in the United States for the past 40 years — and so has Las Vegas. I’m actually fine with other states now offering sports wagering. Because Oakland scored two runs in the top of the seventh and the Tigers didn’t get a chance to bat, the remainder of the game was rescheduled for Sept. 6. But for sportsbooks, the event is over. At the South Point Hotel and Casino in Las Vegas, all wagers on the first five innings sides were refunded as a “push” because the score was 3-3. The Over in the first five innings was paid. Andy Murray is coming off a straight sets win over Tomas Berdych and has dropped just one set this tournament. Murray looks like he’s back to elite form as he’s won 10 of his last 13 singles matches and finds himself ranked No. 2 in the world. Murray is doing a fine job of limiting his unforced errors and continues to show that fight as he’s come back many times recently after dropping the first set. Murray should head into the French Open in great form, as he looks for his first final appearance in France. Murray has reached the final of the Madrid Open just once, which was last year when he won the tournament. Rafael Nadal is coming off a three set win over Joao Sousa and has dropped just one set in his last eight matches. Given his current performances, it may be fair to say Nadal is back after so many people started to write him off towards the end of last year due to constant struggles. Nadal is no longer making so many errors and is back to holding serve far more consistently. With a chance to make already his fourth final appearance of the 2016 season, Nadal is showing he’s still one of the top players in the world and shouldn’t be pushed to the side just yet. Nadal has made the finals in Madrid in eight of the last nine years, including three straight. These two have played 23 times, and Nadal has won 17 of those matches. Nadal has beaten Murray in four of the last five matches, including the most recent in this year’s Monte Carlo Masters. The last time Murray beat Nadal was in the 2015 Madrid Masters. Nadal appears to be back to his normal form, which gives him the advantage here considering he’s owned Murray throughout his career. Murray is playing well and should put up a fight, but when both players are at the top of their game, Nadal is simply the better guy. Look for Nadal to advance to yet another Madrid Final.

It’s a fine return to action after two weeks away, and one we can profit from. Predictions! UFC Vegas 18 ‘Prelims’ Preview - Pt. 2. Thoughts: As one-sided as it is, this undercard is full of bargains, namely Timur Valiev, Lara Procopio and Youssef Zalal. Valiev was almost even money against initial foe Julio Arce, and while -335 is a far cry from -125, he’s still worth an investment. The guy’s still an incredible fighter despite that debut loss, and Day has dropped three straight. Valiev has the kickboxing skill to keep up on the feet and is by far the better wrestler, making him a safe investment. Molly McCann’s defensive wrestling has failed her in both of her Octagon losses, and she’s largely had to rely on her offensive wrestling against low-level Flyweights in her wins. Not only is Procopio significantly superior on the mat, but she’s a skilled enough striker to hold her own a weight class up against Karol Rosa. She’s fefinitely a solid underdog investment. Seung Woo Choi has fought two quality UFC opponents (Movsar Evloev and Gavin Tucker) and one very, very bad one (Suman Mokhtarian), The quality duo combined to land 10 takedowns on him, and considering Zalal’s willingness and ability to drag opponents to the mat, that’s a death sentence. Choi doesn’t even figure to have much of an edge on the feet, as Zalal’s length, durability, and savvy make landing a knockout shot a borderline impossible task. “The Moroccan Devil” should be a much larger favorite, so make sure you’re in position to punish the bookies for their error. UFC Vegas 18 Odds For The Main Card: Edgar Believes Finish Over Sandhagen Earns Him UFC Title Shot. Reem Will ‘Retire Immediately’ After Winning Title. Thoughts: Alistair Overeem, Alexandre Pantoja and Cody Stamann are your investments of choice. I’m genuinely not clear on why Alexander Volkov is the favorite against Overeem. That’s because “Drago’s” best wins came over Fabricio Werdum and Walt Harris, both of whom Overeem also defeated, and looks to struggle against the Dutchman’s mobile striking offense. On top of that, Volkov has yet to fully address the grappling issues that have plagued him throughout his UFC career, presenting another tempting target for the well-rounded Overeem. In short, the veteran is a definitely worth your time. Manel Kape has looked like a monster in his last few Rizin bouts, but those came against opponents willing to oblige him in the stand up. The last time he faced a capable grappling specialist, “Ulka” Sasaki dominated him on the mat. Pantoja is tough as nails and a hugely dangerous submission artist, giving him the tools necessary to spoil Kape’s Octagon debut. Stamann, meanwhile, was -310 against Andre Ewell, which if anything undersold the stylistic nightmare he posed to “Mr. Highlight.” He’s still a bargain at -380 against Octagon newcomer Askar Askar, not to be confused with Flyweight contender Askar Askarov. Askar is an okay wrestler with painfully bad striking defense that Stamann should have little issue exploiting, making “The Spartan” a reliable anchor. UFC Vegas 18 Best Bets: Parlay — Youssef Zalal and Alistair Overeem: Bet $40 to make $107.20 Parlay — Timur Valiev and Lara Procopio: Bet $30 to make $61.50 Parlay — Cody Stamann and Alexandre Pantoja: Bet $40 to make $49.20. UFC Fight Night 59: McGregor vs. Siver Main Card Betting Odds and Predictions. At UFC Fight Night 59, Conor McGregor will look to take another step closer to the featherweight championship in a showcase matchup against Dennis Siver, who has his sights set on spoiling the party. With four wins in as many UFC appearances, McGregor has had a meteoric rise in the 145-pound division. His showmanship has expedited his trip toward the top of the featherweight rankings, but the Irishman didn't get there without big wins, as he's coming off a knockout victory over Dustin Poirier. In October, Siver returned from a suspension and defeated Charles Rosa. It wasn't the type of win that would normally earn a fighter a bout of this magnitude, but Siver might just be a sacrificial lamb of sorts heading into UFC Fight Night 59 and will have to play spoiler to earn some respect. Unsurprisingly, McGregor is a massive favorite heading into Sunday's bout with Siver. It would be a massive upset should the Irishman lose in the UFC Fight Night 59 main event, but the odds suggest a Siver win is nearly impossible, and that is not reality. There's a reason Siver has been on the UFC roster for more than seven years. Having only lost to Cub Swanson at 145 pounds, he's not a combatant anyone should take lightly. While he doesn't match up well with McGregor stylistically, Siver is still dangerous and capable of pulling off the upset this weekend. McGregor has solid enough takedown defense and should be quicker to the punch than Siver, so the favorite will likely win this matchup. However, at these odds, betting on McGregor wouldn't be worth the risk or the minuscule return on investment. Prediction: McGregor, (T)KO, Rd. 3. Play: Pass. With six straight wins, Cerrone is as hot as he's ever been, but he could be pushing his luck by returning to the Octagon for a second time in around two weeks. In 2011, Cowboy had also won six bouts in a row before making a somewhat quick turnaround to meet Nate Diaz at UFC 141. Fighting six times in about 12 months caught up to him then, and he's been equally active over the past 12 months heading into his rematch with Henderson. On the heels of a loss to Rafael dos Anjos, Henderson will be hungry to get back on track, and who better to do that against than an opponent he's already beaten twice? While Cerrone has much more momentum right now, I'm surprised to see these odds so close, given the past between these two competitors. I don't think that Henderson has declined or that Cerrone has improved enough to result in this meeting going much differently than the first two. Prediction: Henderson, Unanimous decision. Play: 1 percent bankroll on Henderson. Following losses in his first two official UFC outings, Uriah Hall has rebounded with back-to-back wins and is starting to look like the fighter most people thought he was. Despite his recent success, Hall finds himself competing against a UFC newcomer on Sunday. The Ultimate Fighter veteran was originally supposed to meet Costas Philippou, but an injury prevented that scrap from going down at UFC Fight Night 59. So, the UFC signed Ron Stallings to fight Hall on short notice. Stallings is a Strikeforce veteran, but since he's coming off a loss to relative unknown Tim Williams, he'll be a massive underdog against Hall. I have little doubt Hall will roll through Stallings, but he's not a fighter I'd be quick to risk money on. Hall can look like a future champion one outing and a fighter who barely deserves a spot on the UFC roster in his next outing. Given that Stallings enters this bout with nothing to lose and that he does have finishing ability from all areas, with six career submissions and knockouts, I'd want more than 10 cents on the dollar to bet on Hall at UFC Fight Night 59. Prediction: Hall, (T)KO, Rd. 1. Play: Pass. Still unbeaten in five UFC appearances, Norman Parke looks to have a lot of potential. However, he's in for his biggest test against veteran Gleison Tibau. With 23 UFC bouts, Tibau has seen it all inside the Octagon. Although he hasn't had much luck against elite lightweights, the Brazilian has succeeded in the gatekeeper role on several occasions. Tibau's grinding style keeps him in pretty much every fight, and it should prove especially effective against Parke, whose wrestling is his strongest weapon. Parke has a bright future ahead, but Tibau always seems to show up at his best in these bouts with up-and-comers. At these odds, Tibau is worth throwing some money at, as he should come away with a decision victory. Prediction: Tibau, Unanimous decision. Play: 1 percent bankroll on Tibau.

Despite the pandemic, bookkeepers are expecting wagers worth more than $4 billion this year. Since its expansion outside Nevada in 2018, the legal betting industry has ballooned, with New Jersey emerging as the biggest market in the country. Hari Sreenivasan: It's Super Bowl weekend, which means that in addition to two teams playing for the NFL championship, it's also the biggest betting event of the year. 23 million people will wager an estimated $4.3 billion dollars on the game according to industry estimates. Betting has always been part of sports – legal or not, but since the expansion of legal sports betting outside of Nevada in 2018. It's suddenly much more visible. Just over the Hudson River from New York City, at the Fanduel Sportsbook at the Meadowlands in New Jersey, capacity is limited to 35 percent as a COVID precaution. But that doesn't mean that it's not busy. Andrew Kleiman: We've done our best to create an environment where they're able to at least feel comfortable being in here and be socially distanced so I don't think the excitement is any different. I think, if anything, the excitement is more this year than it was last year. Hari Sreenivasan: Andrew Kleiman is the Senior Director of Operations for the sportsbook. In fact, more than 90 percent of the wagers in New Jersey are done online. It's part of a huge change since New Jersey led the effort nationally to legalize sports gambling outside of Nevada. As Newshour Weekend reported back in 2015, boosters of sports betting in the Garden State had been pushing to legalize the practice for years. In central New Jersey one racetrack even preemptively built out this space in anticipation of the rules changing. In May of 2018, the Supreme Court struck down a 1992 law that had prohibited it. and within months, New Jersey Governor Phil Murphy was placing a legal bet in that same sports book that had been built years earlier. Today, 20 states and Washington D.C. have legalized sports gambling in some form, with another 19 either considering legislation or working on regulations to actually start operations. Chris Grove: We're unlikely to see another expansion of gambling that occurs this rapidly for a generation, if not more. Hari Sreenivasan: Chris Grove is a partner at Eilers and Kreijek Gaming, an independent research firm that follows the industry. Chris Grove: I think that it's certainly possible that we could see the number of states where sports betting is available crest over 30 by the end of the year. Some of that increased interest in state legislatures does come from the budgetary pressures brought about by the global pandemic. But to be honest, much of that momentum was already existing in state capitals. Hari Sreenivasan: New Jersey, is currently the biggest market in the country with more than $6 billion in wagers in 2020. But Grove says this will change as the industry matures and more states legalize sports betting. Chris Grove: It is a temporary crown, unfortunately, for the good folks in the Garden State. Generally speaking, with some exceptions on the margins, the largest states from a sports betting revenue perspective are going to be the states with the largest populations. Hari Sreenivasan: Grove also says that the growth has come as media and sports leagues themselves have embraced gambling. Both ESPN and FS1 feature daily shows devoted to sports betting. Information on betting odds are now displayed on the ticker on networks like ESPN, and media companies and teams have official gambling partners, and feature betting content during games. NBA Halftime show: Right now the Nets are underdogs, getting six and a half points. Chris Grove: I think you're also going to see those partnerships continue to deepen and you are going to see increased integrations, whether it's some of the more subtle things, or more all-in integrations like like custom blocks of content that are gambling first and sports second. I don't think it's overstating it to use the word ubiquitous. I think you are going to see that kind of ubiquitous integration. Hari Sreenivasan: Grove believes it is in this area where we could see new regulation in the future. Chris Grove: I think it's going to be an interesting dialog between sports teams, leagues, betting operators, consumers and, of course, regulators who do have a history in the US of weighing in on what kind of advertising, in what context is appropriate. Hari Sreenivasan: Back in New Jersey, despite the availability of online betting, Andrew Kleiman says many people still prefer to place bets in person, which is the only way to use just cash. While there's a lot of focus on who will win the game, Kleiman says keep an eye on the pregame coin toss: it's one of the most popular bets not related to the game's outcome.. Andrew Kleiman: It's a 50-50 opportunity. And it's just one of those things that you sit there and you just hope for the best, but you also want your customers to win too. In many ways, this quarterback matchup is representative of the NFL's past and its future. There's a lot more history involved in this game than at the quarterback position, though. Kansas City, which has been in the AFC title game three straight years, may be in the beginning stages of the league's next great dynasty. The Buccaneers are back in the big game for the first time since the 2002 season. Tampa won Super Bowl XXXVII to claim the only Lombardi Trophy in franchise history. Three will be plenty of star power on the field, too—from defensive playmakers like Shaquil Barrett and Chris Jones to pass-catching phenoms like Chris Godwin and Tyreek Hill. Super Bowl LV could be a shootout, a defensive battle or anything in between—though it landing on one extreme end of the spectrum or the other feels unlikely. Kansas City wideout Sammy Watkins is listed as questionable, as are Buccaneers receiver Antonio Brown and tight end Cameron Brate. Breakdown. This game may be decided by Tampa's ability to pressure Mahomes. If the Buccaneers can get to Mahomes as they did Aaron Rodgers in the NFC title game—he was sacked five times—Tampa could quickly shift the momentum of this game. Of course, the pass rush is a two-way street, and Brady will have to deal with the likes of Chris Jones when he's on the field. When the Chiefs and Bucs faced off in the regular season, Brady was only sacked once, but he was also forced into two interceptions. Kansas City won that game 27-24. It's worth noting, though, that the Chiefs got off to a hot start in that game before surviving with a three-point win. The Buccaneers may get off to a slow start here, as is typical for Brady. In nine previous Super Bowl appearances, Brady's teams have scored a total of three points in the first quarter. "Hard to explain why or why not that hasn't happened," Brady said, per Michael David Smith of ProFootballTalk. "I'm sure they're all a lot of individual things, why that's happened or not." Expect Brady to put a few more points on the board in this one, though, and to help the score creep past the over. While this may not be a full-on shootout, it's probably not going to be a defensive struggle, either. There will be too much offensive talent on the field—Hill, Travis Kelce, Chris Godwin, Evans, Watkins and Brown are just a few of the notable names—for either of these defenses to completely shut down the opposition. However, a mistake on which a defense can capitalize could decide it. The mistake-battle seems to favor Mahomes there, as he's thrown just six picks all season, while Brady has thrown 15—postseason included. The criminal law system in the United States is split between federal and state jurisdiction. In the realm of gambling regulation, jurisdiction has historically rested with the states, with some notable exceptions like the Wire Act and PASPA . However, in Canada, the federal government has principal authority in establishing criminal laws throughout the country. Provincial authorities maintain the ability to regulate minor offenses, dubbed provincial offences . Time will tell whether the Ford government is able to follow through on this aspect of the budget, but it could allow for a U.S.-style online gaming marketplace that includes sports betting if the pieces fall into place. Room for partners? Even without a ‘free market,’ there could still be room for private enterprises to participate. If the iGaming market does not develop immediately and sports betting is instead under the oversight of the OLGC, there might still be room for partnerships. A similar type of deal could conceivably be possible for sports betting products should the provinces choose to depart from their current sports-based branding of Proline in Ontario, the Western Canada Lottery provinces and Atlantic Canada , Sports Action in British Columbia , and Mise O Jeu in Quebec. The other key area for development is the expansion of mobile betting. Provincially-regulated online gaming in Canada remains nascent and has room for growth. A number of provinces still do not allow for the placing of parlay bets online, though both Quebec and British Columbia do allow for wagering online via the lottery retailer websites.
