Tom Brady and the Tampa Bay Buccaneers have carried tremendous value on the moneyline in their past two games. Brady and Co. will be the underdog for the third consecutive contest in Super Bowl 55 against the Kansas City Chiefs. Just like the matchups with the New Orleans Saints and Green Bay Packers, Brady's counterpart will be a Super Bowl champion. Patrick Mahomes enters Raymond James Stadium with a 6-1 postseason record. The only loss was to Brady and the New England Patriots two seasons ago. Mahomes has won two regular-season showdowns with Brady, including one in Week 12 of this season, but to cash in on his team's favorite status, he has to outplay the six-time Super Bowl champion inside the Bucs' home stadium. Super Bowl 55 Odds. Spread: Kansas City (-3) Over/Under: 56.5. Tampa Bay is the better play on the moneyline since it is playing inside its home stadium, has Brady at quarterback and, most importantly, has underdog value. Wagering wins: Most Louisiana parishes back sports betting. BATON ROUGE, La. (AP) — Sports betting won with voters in most of Louisiana’s parishes on Election Day. Voters in at least 52 of Louisiana’s 64 parishes agreed in Tuesday’s election to legalize sports wagering in their parishes, while voters in at least five other parishes refused to allow the gambling within their legal limits. The Associated Press deemed another seven parishes too close to immediately call. The parishes that approved represent most of Louisiana’s population, including all of the major metro areas, in a state that already has a lottery, casinos, video poker and slot machines at racetracks. But sports betting on live-action games is likely at least a year away because lawmakers still have to set the tax rates and regulations. Sports betting opponents, such as pastors and the conservative Louisiana Family Forum, had a difficult time fighting the organized pro-wagering message of gambling companies that poured more than $2 million into a political action committee called Louisiana Wins. “The people of Louisiana have spoken. Louisiana was missing out on tax revenue from not having legal sports wagering, and now we will be able to raise revenue to support our state’s many needs,” Ryan Berni with Louisiana Wins said in a statement. However, estimates of the taxes Louisiana could bring in from sports betting vary widely — and depend on how expansive lawmakers allow the wagering to be. Parishes where voters refused to legalize sports betting include rural Catahoula, Franklin, LaSalle, West Carroll and Winn. In seven parishes, the decision remained unclear: Beauregard, Caldwell, Grant, Jackson, Richland, Sabine and Union. Tuesday’s sport betting victory was even larger than a similar win two years ago, when residents of 47 parishes agreed to legalize fantasy sports competitions for online cash prizes. Voter legalization in a parish is only the first step of a multistep process, however. Determining which live action sports games will be allowed in the gambling, where the wagers can happen and how the activity will be taxed must be settled in a future legislative session. Lawmakers — who agreed in a two-thirds vote to let parishes decide whether to legalize sports betting — must create the licensing, regulation and tax framework before wagering begins. On the other amendments, voters: —Approved Amendment 2 to change the way oil and gas wells are assessed for property taxes, allowing a well’s production to be included in determining the fair market value. —Agreed to Amendment 3 to let lawmakers use the state’s “rainy day” fund to offset costs tied to federally declared disasters, like a hurricane. —Rejected Amendment 4, a proposal pushed by conservative lawmakers that would have recalculated Louisiana’s cap on annual growth in government to make it harder for lawmakers to increase spending beyond certain limits. —Refused Amendment 5, which would have let manufacturers and local government agencies negotiate financial deals to replace the property taxes these companies could owe for industrial expansion. —Approved Amendment 6 to allow higher-income homeowners to qualify for a special freeze in their property tax assessments. —Backed Amendment 7 to lock up Louisiana’s unclaimed property dollars in a trust fund that cannot be used to pay for state operating expenses.

Thousands of football fans will be placing their first legal Super Bowl bets in Illinois this weekend, and for most, a little action will make the big game just a bit more entertaining. But, for some, it might open the door to regular betting, adding a quick dopamine hit to the regular season viewing experience. Maybe they’ll have to start budgeting for a new habit. Maybe they’ll have to start borrowing for it. And, for a select few, it will get worse. It’s already gotten worse for hundreds of people statewide since Illinois legislators approved a massive gaming expansion a year and a half ago, introducing legal sports wagering to a state that’s already packed with more places to gamble than Las Vegas. The COVID-19 pandemic has made matters even worse, according to Luke, a Chicago-area problem gambler who was able to get out of the game nine years ago. Economic uncertainty and the general malaise of the quarantine lifestyle make gambling all the more enticing. “It used to be that there was a stigma, and gambling was taboo. It was seedy,” said Luke, who asked that his full name not be used. “Now, you can do it on your phone. Calls to the state’s gambling disorder hotline more than doubled from 2019 to 2020, when 13,258 people reached out either there or online for information on a problem that experts say is out of sight but front of mind for a growing number of bettors and their families. The Illinois Department of Human Services, which aims to connect problem gamblers with counseling resources, calls that a “dramatic increase.” In 2019, about 580 people received treatment for gambling disorders through state-sponsored programs across Illinois. That figure jumped past 1,000 in 2020, and experts say it doesn’t even cut the deck as only an estimated 3% of problem gamblers acknowledge they have a problem, and even fewer seek treatment. Counseling gets boost with Illinois gambling expansion — but more addiction is sure to follow. State’s all-in gambling expansion offers new temptation for those struggling to stay out. Hundreds more took the more drastic step of banning themselves from casinos and the smartphone betting apps that have them hooked. About 13,500 people were enrolled in the self-exclusion program maintained by regulators at the Illinois Gaming Board in mid-2019, but that number has since shot past 14,000. Many of those gamblers cite their temptations as coming from the state’s 10 casinos, three horse racing tracks and 7,233 bars, restaurants, gas stations and VFW halls that also house slot machines. But since mobile sports betting launched last summer, Illinoisans can now gamble 24/7 from the comfort of home — and they’ve already lost more than $101 million doing so, according to Gaming Board revenue figures. About 10 former patients have already returned to the Way Back Inn for counseling this football season alone. “Sometimes, we forget how quickly it can happen,” Pindiur said. “These things are advertised in a way that they’re fun and entertaining, and they should be. But often there is no set of limits or recognition of the limits until we get our credit-card bill, or somebody points it out.” Illinois sports betting market could rival Nevada’s, analysts say. My relationships with my family and whoever I was dating, it just got out of control. I was lying, I was stealing, I was doing all these crazy things.” As sports betting has been brought out of the shadows into everyday life, counselors say their challenge now is removing the stigma around seeking treatment for addiction — and they say they’re making progress through increased awareness. That’s been boosted with the help of $7 million set aside in the state’s gambling expansion law in grants for treatment centers, which have used a lot of that money to bolster advertising. The Way Back Inn is one of only a handful of addiction treatment centers in Illinois that provide a gambling-specific program. Experts generally estimate that between 2% and 5% of the population deal with gambling disorder, which would project to about 635,000 people across Illinois, including about 136,000 in Chicago. The agency launched a $500,000 study last fall surveying treatment providers, problem gamblers and others to gauge the prevalence of addiction, especially among populations considered vulnerable or marginalized due to race, culture, economic or social disparity. “We want to know what’s the challenge, and what should we look for,” said David Jones, who directs the department’s Substance Use Prevention and Recovery Division. “Then, you can start to bring more evidence-based solutions on a size consistent with the scale of the challenge.”

WASHINGTON – New American Gaming Association (AGA) research shows consumers are moving their business away from illegal bookies and toward legal options. Average spending with illegal bookies fell 25 percent in legal sports betting states last year, while legal online and mobile betting spend increased 12 percent . Illegal offshore operators also saw a three percent increase in states with legal sports betting. The most influential factors for bettors who had shifted from the illegal to legal market are confidence that bets will be paid out ( 25% ), awareness of legal options ( 20% ), and a desire to use a regulated book ( 19% ). “We’ve known for a long time that Americans like to bet on sports. This research affirms their interest in moving toward the protections of the legal market,” said AGA President and CEO Bill Miller. “Giving consumers convenient alternatives to the illegal market, like regulated mobile offerings and competitive odds, is key for getting bettors to switch to legal channels.” Bettors overwhelmingly prefer legal operators, with 74 percent saying it is important to only bet through legal providers. Betting exchanges have low overhead because they don’t need expansive oddsmaking teams, so they charge a small fee on each bet — much less than the 5-10% a traditional sportsbook takes. You won’t be betting NFL point spreads at -110 at an exchange; you can effectively get them at -105 or better. Why Are There No Betting Exchanges in the United States? There are no betting exchanges in the U.S. because they would be limited to single states. And there wouldn’t be enough money in the pot to make an exchange work. The Federal Wire Act of 1961 prohibits the use of wire (phone and Internet) communication to transmit sports betting wagers and information that results in the recipient receiving money or credit as the result of a bet. Basically, it means you can’t gamble across state lines, and it’s still in effect today. Smarkets is entering the United States market with a traditional sports betting product, and the parent company of Betfair — the largest exchange in the world — owns FanDuel. Our findings were derived from analysis of the 2015 Household, Income and Labour Dynamics in Australia (HILDA) Survey. 1 The HILDA Survey is designed so that findings can be generalised to the Australian adult population. Survey-based estimates show that in 2015, well over half a million Australian adults regularly placed bets on sports. Most sports bettors were men, and aged between 18 and 49. Their typical monthly expenditure on sports betting amounted to around $1,000 each over the year. Forty-one per cent of regular sports bettors experienced one or more gambling-related problems. Key messages. In 2015, well over half a million Australian adults (574,000) were estimated to have regularly wagered on sports. Forty-one per cent of all regular sports bettors—234,000 adults—experienced one or more gambling problems in 2015. In a typical month, 46 cents in every dollar spent on sports betting by regular sports bettors came from a person with moderate to severe gambling problems. Sports betting participation. Well over half a million Australian adults (574,000) placed bets on sports (excluding horse and dog racing 2 ) in a typical month of 2015. 3 They represented 3.3% of Australian adults, or 8% of those who gambled in a typical month (i.e., regular gamblers). This made it the fifth most popular regular gambling activity, after lotteries, scratch tickets, electronic gaming machines (EGMs, aka "pokies"), and race betting. Nationally, typical monthly sports betting expenditure amounted to roughly $579 million over the year. 4 This equates to an estimated spend of $1,032 a year per sports bettor. Sports bettors also spent money on other gambling activities, with sports betting making up 45% of their total gambling spending. Their remaining gambling outlay was mostly spent on race betting and lotteries (Figure 1). In total, the average sports bettor spent $192 across all gambling activities in a typical month of 2015, amounting to $2,305 over the year. 5. Regular sports bettors were overwhelmingly male (88%), aged between 18 and 49 (75%), and worked full-time (70%). They were much more likely to have a higher-than-average income (55%) than lower-than-average income (28%). Furthermore, compared to the Australian adult population, a substantially higher proportion of regular sports bettors were single (56% of sports bettors vs 45% of Australian adults), born in Australia (82% vs 70%) and identified as Indigenous (4.6% vs 2.3%). Gambling problems. In 2015, 41% of all regular sports bettors - 234,000 adults - experienced one or more gambling-related problems (Table 1). That is, their gambling behaviour caused or put them at risk of harm. 6 This was more than double the rate among regular gamblers nationally. This further means that one fifth of all regular gamblers who experienced problems in Australia regularly participated in sports betting. Around 23% of regular sports bettors - 134,000 adults - had moderate to severe gambling problems. Those with severe problems, known as problem gamblers, spent close to six times as much on sports betting over the year ($3,910 vs $693) and close to seven times as much on gambling overall ($9,717 vs $1,428) (Figure 2). In a typical month, well over half of all sports betting expenditure by regular gamblers - 61 cents in every dollar - was accounted for by those who experienced any sort of gambling problem (Figure 3). Close to half - 46 cents in every dollar - was accounted for by those who experienced moderate to severe problems. Regular sports bettors who reported problems had four characteristics that distinguished them from those who did not experience problems. They were more likely to be: 7. Types of problems. The types of gambling-related problems experienced by regular sports bettors were also explored. In 2015, almost one in five sports bettors (18%; 103,000) felt they might have a gambling problem. Close to a quarter bet more than they could afford to lose (22%; 126,000); 27% (16,000) tried to win back money they lost on another day. For 12% (70,000), gambling had caused them physical or mental health problems. These problems stemmed from bettors' overall gambling activity, which included sports betting. Sports bettors who experienced gambling-related problems were also much more likely than those who did not, to live in households that experienced financial problems. The likelihood of financial problems escalated with the severity of sports bettors' gambling problems. Half of all households containing a sports bettor with severe gambling problems had members who reported asking family or friends for financial help during the year. A third (34%) had household members who reported they could not pay bills on time due to a shortage of money, and a quarter (28%) could not pay the rent or mortgage on time. Recapping busy start for 2021 sports betting legislation. A few weeks into 2021, lawmakers in more than a dozen states have already introduced sports betting legislation or have announced plans to do so. Here’s a state-by-state recap of some of the most important such bills filed during a frantic start to the 2021 legislative session: Georgia. A bipartisan group of lawmakers in the state House of Representatives introduced a mobile sports betting bill last week that would allow at least six individually branded online licenses under the purview of the state lottery. With an already truncated odd-numbered legislative session to begin with, sports betting may struggle to gain much traction in Frankfort. New York. Assemblymember J. Gary Pretlow and Sen. Joseph Addabbo have introduced identical bills in their respective chambers that would allow up to 14 online mobile operators as well as betting kiosks at professional sports stadiums and off-track betting venues. Status : Both bills could see votes in their respective gaming committees as early as this week, but that vote isn’t as important as a budget proposal expected from Gov. South Dakota. After voters backed a 2020 ballot measure to legalize sports betting last fall, lawmakers introduced follow-up legislation in January that would lay out key regulatory and taxation details for retail sportsbooks in the historic gaming town of Deadwood, as well as Native American casinos. Status: The bill in South Dakota has been assigned to the Senate State Affairs Committee and could be discussed as early as this month. Look Ahead: Passing a retail sports betting bill seems like a safe bet in 2021. Online sports betting is the bigger question. Though gaming is only allowed in Deadwood, some mobile betting backers believe online wagering could be permitted statewide if the computer servers are physically within Deadwood limits. Though it would mean far larger revenue potential, it’s a logistically, politically and possibly legally more difficult endeavor, and the initial bill’s lack of mobile betting authorization indicates it may not even be considered in this year’s session. Massachusetts. Lawmakers discussed a handful of sports betting bills in 2020, including one sponsored by Gov. Charlie Baker, but elected officials couldn’t reach consensus despite bipartisan support. The General Court is set to take up wagering bills again in 2021, but some of the logistical hurdles remain. Status: Rep. With the state’s year-long session just beginning, additional legislation to follow and more pressing budget concerns to consider, it could be a while before these specific proposals see much momentum. Look Ahead: Massachusetts, which has increasingly embraced gaming in recent years as competition for gambling dollars grows in other New England states, has frustrated the sports betting industry with its failure to advance legal wagering despite the latent political support. With statewide, legal wagering already in Rhode Island and New Hampshire (and likely in Connecticut) there’s more motivation than ever to pass a bill. Greek Online Sports Betting Monopoly OPAP Inks New Deal With Betgenius For Its Sportsbook Platform. [toc]Greece’s largest gambling operator, OPAP, has struck a deal with Betgenius that will see the new Betgenius Sportsbook Platform replace the existing platform provided by GTECH . Betgenius will also become the primary in-play data provider across both online and retail sports betting channels. Betgenius will be providing data for around 130,000 events per year, including the European favorites of soccer, basketball and tennis. Damian Cope , CEO of OPAP, said: “We are very pleased to be announcing this deal with Betgenius, which is an important step in building a world class portfolio of products and services for OPAP’s customers. Our cooperation with Betgenius will allow us to be in more control of our digital sportsbook product and also provide the flexibility to enable us to react quickly to the fast-changing world of digital sports betting.” The deal is a real feather in the cap for Betgenius, since it will be replacing OPAP’s existing provider GTECH, which is a much larger company. Jack Davison , managing director of Betgenius, said: “We are hugely proud and excited to have been selected by OPAP as a key partner in its efforts to offer its customers the best sports betting experience possible. OPAP has also struck deals with Playtech and Novomatic. Complementing the Betgenius deal, OPAP has extended its existing relationship with Playtech to provide the software for self-service betting terminals (SSBT) across OPAP’s extensive network of agents throughout Greece. The Playtech powered SSBTs will roll out in the first half of 2017. OPAP’s new virtual sports betting product will also launch. Virtual Football will be the first virtual sports betting available, as part of a previously announced deal with Inspired Gaming . Other sports will follow in 2018. OPAP also offers Greek lottery games, for which it has a monopoly. It has chosen Novomatic’s Lottery Solutions product to replace all of its existing retail lottery terminals by 2018 . Novomatic will also be providing its Player Account Management System, which OPAP will deploy over its digital channels. The series of deals is part of a €100 million technology upgrade strategy. That will continue for the next two years. OPAP has a privileged position in the Greek market. OPAP was formerly under the control of the Greek government which held a 33 percent stake in the company. The fiscal crisis and bailout conditions set by the troika of the EU , European Central Bank (ECB) and International Monetary Fund (IMF), led to the forced sale of the government’s stake in August 2013 for €652 million . The company enjoys a virtual monopoly over online gambling and lottery lasting 15 years. That was done to get the best price it could for the sale. Competitors protested that the Greek laws benefiting OPAP breached EU laws . But the EU Commission gave tentative approval, while reserving judgment on their legality. Greece remains under financial pressure, and in March 2015 proposed again opening up the market to offshore operators. The then Finance Minister Yanis Varoufakis proposed issuing new online gambling licenses (paywall) at €3 million each, with an extra minimum of €1 million a year in tax. The proposal never got off the ground after the EU refused to believe the Greek estimates that the measure would raise €500 million a year. Instead the government introduced punitive tax rates on video lottery terminals (VLTs). The new taxes caused OPAP to halt temporarily the deployment of the VLTs. It claimed that the tax rates made them commercially unviable. Uncertainty remains about what measures the Greek government will make or be forced to make in order to increase revenues. But for the moment, OPAP is riding high. And that has given Betgenius the opportunity to prove the quality of its new Sportsbook Platform.
Greek court revokes OPAP online sports betting licence. The Greek Council of State, the country’s supreme administrative court, has revoked the online sports betting license of OPAP. The court upheld Austrian operator Goalbet’s appeal of the Hellenic Gaming Commission’s (EEEP) decision that allowed OPAP to launch Pame Stoixima, its online sports betting brand. The decision was made in July, but has only come to light after reports in the Greek media during the past week. In May of 2014, the EEEP allowed OPAP to launch online sports betting. However, Goalbet — one of 24 operators granted a temporary license in 2011 that was later revoked — argued that OPAP had never been asked to meet the conditions necessary for a Greek online sports betting license, and their license was therefore void. The court ruled that if OPAP wishes to re-enter the online sports betting market, it must start again following the country’s licensing conditions. The loss of the licence, whether temporary or permanent, is not expected to have a major impact on the operator's sports betting revenue, which remains dominated by OPAP's retail offering. For the six months to 30 June 2019, sports betting revenue was down 5.2% at €191.9m, with Pame Stoixima's contribution flat year-on-year. An OPAP spokesperson emphasised that the decision affected only a very small part of the company's revenue. “This Council of State decision refers to OPAP’s online sports betting offering, and does not affect any land-based and retail offering of OPAP’s [sports betting and lottery] games, nor its online lottery games offering,” the spokesperson said. “The contribution of online sports betting for OPAP is very low, standing at low to mid-single digit million euros of GGR as an absolute amount or less than 1% of total OPAP’s GGR.” The spokesperson added that the operator's main online business was run through Stoiximan, the igaming business in which OPAP holds a majority stake. The ruling means that the operators who had their licenses revoked, including Goalbet, may be entitled to financial compensation. A series of online gambling reforms are set to be introduced in Greece in 2020. The reforms include proposals to separate online game of chance licences into two categories: a permit for betting games, namely sports and non-sports bets, and a licence for other online games. Operators can apply for both types of licence, with the EEEP not limited as to how many permits it can award.

Buccaneers signal-caller Tom Brady will be playing in his 10th Super Bowl and looking for his seventh Lombardi Trophy—at 43 years old. Kansas City's young gunslinger—the 25-year-old Patrick Mahomes—will be playing in his second-consecutive Super Bowl. In only three years as a full-time starter, Mahomes has already won one Lombardi, one Super Bowl MVP and one regular-season MVP. In many ways, this quarterback matchup is representative of the NFL's past and its future. There's a lot more history involved in this game than at the quarterback position, though. Kansas City, which has been in the AFC title game three straight years, may be in the beginning stages of the league's next great dynasty. The Buccaneers are back in the big game for the first time since the 2002 season. Tampa won Super Bowl XXXVII to claim the only Lombardi Trophy in franchise history. Three will be plenty of star power on the field, too—from defensive playmakers like Shaquil Barrett and Chris Jones to pass-catching phenoms like Chris Godwin and Tyreek Hill. Super Bowl LV could be a shootout, a defensive battle or anything in between—though it landing on one extreme end of the spectrum or the other feels unlikely. This game may be decided by Tampa's ability to pressure Mahomes. If the Buccaneers can get to Mahomes as they did Aaron Rodgers in the NFC title game—he was sacked five times—Tampa could quickly shift the momentum of this game. Of course, the pass rush is a two-way street, and Brady will have to deal with the likes of Chris Jones when he's on the field. When the Chiefs and Bucs faced off in the regular season, Brady was only sacked once, but he was also forced into two interceptions. Kansas City won that game 27-24. It's worth noting, though, that the Chiefs got off to a hot start in that game before surviving with a three-point win. The Buccaneers may get off to a slow start here, as is typical for Brady. In nine previous Super Bowl appearances, Brady's teams have scored a total of three points in the first quarter. "Hard to explain why or why not that hasn't happened," Brady said, per Michael David Smith of ProFootballTalk. "I'm sure they're all a lot of individual things, why that's happened or not." Expect Brady to put a few more points on the board in this one, though, and to help the score creep past the over. While this may not be a full-on shootout, it's probably not going to be a defensive struggle, either. There will be too much offensive talent on the field—Hill, Travis Kelce, Chris Godwin, Evans, Watkins and Brown are just a few of the notable names—for either of these defenses to completely shut down the opposition. However, a mistake on which a defense can capitalize could decide it. The mistake-battle seems to favor Mahomes there, as he's thrown just six picks all season, while Brady has thrown 15—postseason included. While the Green Bay Packers and Buffalo Bills will tell you that kicking field goals alone isn't enough to best either of these teams, a field goal could be the difference here.
