PHOENIX (AP) — Arizonans would be allowed to bet on professional and college sports at tribal casinos and at sites owned by pro sports teams under a proposal that is part of an update to the state’s deal that allows Native American tribes to run casinos. The wide-ranging proposal introduced in the Arizona House on Monday would also allow bets to be placed online, fantasy sports wagering, and add limited Keno games at off-track betting locations and social clubs like the American Legion. The proposal introduced by Republican Rep. Jeff Weninger of Chandler has been anticipated since GOP Gov. Doug Ducey announced “an opportunity for a modernized gaming compact that will bring in more revenue for our tribal nations and our state budget,” in his State of the State address last month. Ducey has been working on a new deal with tribes for several years, hoping it can boost state revenue by allowing gambling outside of tribal-run casinos. That’s just what the deal does, Weninger said Tuesday, although the anticipated revenue hasn’t been released. “With that comes tax revenue without raising taxes, and allows us to keep our tax rates low,” Weninger said in an interview. The biggest part of the plan would allow pro sports teams like the Phoenix Coyotes, Arizona Diamondbacks and Arizona Cardinals run sports betting operations at their respective venues, at a retail location within a quarter mile and online. There would be 10 licenses awarded to sports, which could include professional golf and even NASCAR, Weninger said. Tribes would also get 10 licenses and could run sports books at two dozen tribal casinos in the state. The tribes, which have fiercely protected their exclusive right to most gambling in the state under the gaming compact approved by the state’s voters in 2002, get the right to build some new casinos under an updated deal. A big Supreme Court decision in May 2018 opened the door for legalized sports betting in America, but it didn’t make it legal on its own. All the court did was wipe out a federal ban on more states permitting sports gambling. Why haven’t more of them already allowed it? Sports betting has been illegal in most of the country for generations. Let’s start at the horse track a couple of centuries ago. We’ve gotta go way back, before America was actually the United States. The first horse-racing track in America was established in 1665. Before the Revolutionary War — which was partly funded through lottery revenue — many in the colonies considered themselves English subjects. As such, it makes sense that plenty of things got imported from across the pond. Some of those things were cultural staples like horse racing. The sport has roots in the 12th century, and folks have been gambling on horses running ever since. By 1868, horse-racing had developed into a much more organized enterprise in the United States, due to the publishing of the American Stud Book — a catalogue of all the thoroughbreds in America. But by the early 1900s, bookmaking was outlawed in the United States and that wave nearly killed horse racing. “You start out with a general premise that in most states, gambling of any type was, by legislative pronouncement, deemed to be illegal,” Dan Etna, co-chair of the Sports Law Group at Herrick Feinstein LLP, told SB Nation. “Some of this stuff was rather deeply embedded in the states’ DNA, if you will. It wasn’t just the law. Like for instance, at one point in time, New York State, its constitution outlawed gambling of any type.” Pari-mutuel wagering became the lifeline for horse-racing and a palatable alternative for bettors across the country. In essence, pari-mutuel betting removes betting against “the house” and puts all wagers in a pool, effectively pitting them against each other. Early machines popped up at the Kentucky Derby in the early 1900s. Bettors took to pari-mutuel gaming quickly, finding it preferable in some ways to betting with bookies. From the early 20th century: Accustomed to years of speculation with the slates, the majority of racegoers would no doubt prefer to continue to bet in the old familiar way. But it appears to be pretty clearly evident, after two months experience with the machines here and at Louisville, that the public will very shortly become so accustomed to the mutuels that they will bet as freely in the machines as they would in the books. But outside of horse-racing, gambling continued to develop an unsavory rep. Gangsters flaunting laws during Prohibition made sure booze, violence, and bookmaking would go hand-in-hand in the public conscience. Baseball’s Black Sox scandal, where members of the White Sox moved to fix the 1919 World Series, didn’t do the industry any favors either. It became a default way for sports’ decision-makers to say no to gambling on integrity rounds. The leagues toed that party line for the next century. Sports gambling became legal in Nevada in 1949. But sportsbooks there bled dry because of a 10 percent cut the federal government took from them, which would be rolled back. Notable point-shaving scandals at CCNY in 1951, North Carolina and NC State in 1961, Boston College in 1978, and Tulane in 1985, as well as baseball’s Pete Rose scandal, did little to engineer good faith between gambling and organized sports. Legislators put laws on the books to curb the practice of gambling again, most notably the Federal Wire Act of 1961. But by the late 1970s, the Commission on the Review of the National Policy Toward Gambling came to the conclusion that two-thirds of the country gambled and 80 percent approved of gambling. The commission threw its hands up and said that “gambling is inevitable,” and enforcing laws against it was “impossible.” But the group nonetheless said that gambling laws on the books should remain. Professional leagues held firm that gambling was bad for their games, building their arguments around integrity. And that’s how we ended up with the PASPA, which served as an overarching ban on sports gambling at a federal law, despite most states already prohibiting it. PASPA, signed in 1992, required states to tell the government within a year whether they wanted to have sports gambling within their borders. If they said yes, they’d be grandfathered in. Nevada opted in with a full suite of gambling opportunities. Oregon, Montana, and Delaware wanted to have more limited options. The other 46 states would have no sports betting at all. Commissioners spoke in front of lawmakers in the run-up to PASPA’s passage. They included then-NBA boss David Stern, who called sports gambling a “national problem.” New Jersey voters said in a 2011 referendum that they wanted sports betting, the idea being that it could help a struggling casino industry in Atlantic City. The NCAA and other major sports leagues sued and successfully blocked implementation, but the Supreme Court has now deemed PASPA a legislative overreach by the federal government. A majority of the justices bought New Jersey’s argument that Congress had “commandeered” state regulatory power by prohibiting states from legislating the issue. Some states will hold out on gambling, but many will not. The process won’t be overnight, but expect the dominoes to start falling soon. New Jersey should have sports gambling infrastructure up and running before the 2018 football season. Pennsylvania, Connecticut, West Virginia, and Mississippi also already have laws in place that they can implement in the wake of the court ruling. Many more states have had bills introduced in their legislatures and will likely legalize sports betting at some point. Expect others, like Utah, to keep their prohibitions on sports gambling on the books in perpetuity. But the point is that states can now decide for themselves. If they want, they can let their residents do something that has roots in America’s very founding: gamble on sports.
Sports Betting and Booze: A Tale of Two Prohibitions. New Yorkers celebrate the end of the 18th Amendment. (Getty Images) The Professional and Amateur Sports Protection Act (PASPA) is just the latest version of prohibition politics to fail in America. Just after the turn of the 20th century, the U.S. government instituted prohibition of alcohol, and most Americans did not react well to the dry spell. The Conditions for Prohibition. The 18th Amendment was passed by Congress on Dec. 18, 1917 and ratification became official on Jan. 16, 1919, shortly after the Great War ended. The so-called “Noble Experiment” of alcohol prohibition was precipitated by a blend of necessity and moral outrage. The war effort necessitated the need to preserve grains, and also gave momentum to the Anti-Saloon League and religious organizations that decried the consumption of intoxicating elixirs as going against “God’s will.” Shortly after the prohibition on alcohol came into effect in 1920, the country would see the acquittal of eight members of the Chicago White Sox , accused of throwing the 1919 World Series at the behest of organized crime figure Arnold Rothstein. A jury in Cook County, Illinois made their determination in under three hours of deliberation. The principles of justice and due process, however, were no match for the dictatorial powers of Major League Baseball commissioner Judge Kenesaw Mountain Landis, whose role was created in 1920 in response to the scandal. In spite of their acquittal, Landis banned the eight players for life. The Black Sox scandal, forever enshrined in the national consciousness as the reason that sports and gambling do not mix served as Exhibit A for America’s other great prohibition, which came to an end on May 14, 2018. The rise of the formal (partial) prohibition on sports gambling emerged from a somewhat innocuous start in Congress. The 1992 Professional and Amateur Sports Protection Act originated as a bill to amend the primary federal trademark statute to “protect the service marks of professional sports organizations from misappropriation by state lotteries.” In other words, Congress was interested in stopping gambling enterprises from utilizing sports team logos, names, and “the outcome of professional sports games as the basis for gambling lotteries.” Senator Dennis DeConcini of Arizona estimated that in 1990 sports betting was a $100 billion business. Like the prohibition of alcohol 70 years earlier, moral factors played an important role in the rhetoric supporting a ban on sports betting. John Bryant, a Representative from Texas, argued that “wherever gambling becomes a principal concern, sports have a tendency to become corrupt.” Indeed, illegal sports betting had recently received some very high-profile attention. In the previous year Pete Rose, baseball’s (still) reigning hits leader accepted a lifetime ban for betting on the game of baseball. Rose, coupled with point-shaving incidents at Boston College in 1978 and вЂ79, and North Carolina State in 1988 served as congressional evidence that sports betting remained the same moral hazard as it did in 1919. Hyperbolic Justifications. The prohibition of alcohol sales was widely cited to be worth $6 billion a year to the country. The figure originated from Yale economist Irving Fisher, however, often cited as fact, the $6 billion figure was in fact more of an educated guess according to prohibition researcher Mark Thornton. The idea behind Fisher’s estimation, and others who sought to justify the ban on alcohol sales, was that eliminating intoxicants would reduce absenteeism and sickness, which was then associated with a lack of productivity in the workforce. The problem that would manifest was that 10 years into prohibition, roughly half of those companies surveyed by economist Herbert Feldman noted no decline in absenteeism . While Feldman acknowledged that his survey had significant limitations, he did offer one anecdote whereby a manager revealed that criminalizing the sale of alcohol made obtaining safe and predictable alcohol a challenge for many in the working class. This frequently resulted in increased days off needed to recover from what was effectively alcohol poisoning, versus the time associated with hangover recovery under the legal liquor regime. The legislation that became PASPA was supported by different, but equally hyperbolic assertions. For instance, during testimony before a Senate subcommittee, the Director of the Oregon State Lottery was hounded by questions from then Arizona Senator Dennis DeConcini, implying that the lottery would turn to offering betting on high school contests after interest began to dwindle on their other professional and collegiate offerings. In House hearings on a later version of what would become PASPA, testimony began to emerge that sports gambling was pervasive amongst high school students and increasing rapidly. Even the bill’s namesake, Bill Bradley, submitted a heart-wrenching and braggadocious story about the mixture of sports and gambling noting: “In 1961, I was a high school senior trying to decide among 75 scholarship offers, which one to accept. In the middle of that process, a scandal: point shaving, several players arrested. I was reminded again– was it my game, the game I spent years and years developing skills, or was it the gambler’s game, when a life was thrown away in a matter of minutes?” The anecdotes supporting PASPA’s passage, however, lacked a reasonable connection to the legislation that was being proposed. PASPA did nothing to stop illegal sports betting, instead it handed—with limited exceptions—a monopoly to illegal sports betting operations. The idea of halting the expansion of state-sponsored gambling while effectively doing nothing about an illegal market that is exponentially larger is the type of Washington incompetence that comedies are made about. Both the prohibition of legal sports gambling and alcohol were policy failures that created near monopolies for criminal enterprises, while forcing law-abiding citizens to engage with criminal elements for activities that are routinely consumed safely, and often without negative consequence. The Costs of Prohibition. Prohibition of alcohol had both human and economic costs on society. The human cost was measured in the lack of regulatory oversight or industry standards to ensure the safe production and mixture of alcohol. In fact, the federal government even endorsed the mixing of non-consumables into alcohol. This would eventually result in the poisoning of thousands who consumed the tainted beverages. Economically, alcohol prohibition cost the government an estimated $11 billion in tax revenue, while costing an additional $300 million in enforcement. The human toll associated with sports gambling is measured in the absence of consumer protections that do not exist in the black market. Regulated markets can protect not only customers’ economic investments, but also protect bettors from themselves through safe-betting protocols. The lost tax revenue from sports betting having been frozen is difficult to measure given that it is unclear how many states would have legalized the activity, but what we have seen is that the handle of illegal sports wagering has likely grown from the $100 billion estimate in 1990. The American Gaming Association has pegged the number now at $150 billion annually. It may be higher still. The ends of both prohibitions were accompanied by a demand from the people, and states, though one met a legislative end and the other a judicial end. Doomed to Fail. On Dec. 5, 1933 at 5:32 p.m. EST, Utah became the 36th state to ratify the 21st Amendment ending the nationwide prohibition of alcohol. The 18th Amendment did not bring the prosperity that was promised, in fact it was, by most measurables, an abject failure. President Franklin Delano Roosevelt was reported to have remarked in celebration of the repeal, “what America needs now is a drink.” America’s sports gambling prohibition, like the prohibitions before it, was a failure. While states were prohibited from legalizing, regulating, and promoting sports gambling, consumers were also left unprotected. The prohibition was beneficial for offshore sportsbooks, illegal bookies in 49 states, and Nevada, as those entities had a monopoly carved out by the very lawmakers who so vigorously fought against the prospect of states maintaining the sovereignty to regulate their own populations. Like the prohibition of alcohol, which created entrepreneurs out of the bootleggers and moonshiners — generating an estimated of $41 billion a year in today’s dollars — PASPA’s ban has also been accompanied a rise in the amount wagered illegally. Prohibition politics are popular because they appear black and white, however, like a carpenter with a hammer who always sees a nail, the legislative solution to potentially risky social behaviors is likely better served by evidence-based policy than hyperbolic anecdotes.

Tonight's show consists of six interbrand matches, a dual threat battle royal and The Undertaker's "Final Farewell". It's the 30-year anniversary of The Undertaker's WWE debut at Survivor Series , and the company will be sending him off into retirement. Several other legends including Kane, Savio Vega and The Godfather will be in attendance for the Final Farewell. We don't know yet what the Final Farewell will consist of. Only time will tell. The card consists of four champion vs. champion matches plus the men's and women's 5-on-5 elimination tag matches. The final betting odds have been revealed for the six bouts tonight. Universal Champion Roman Reigns was initially scheduled to face Randy Orton, but the latter lost the WWE Championship to Drew McIntyre on this week's episode of Raw . So fans will instead get to see the marquee match between Reigns and McIntyre. There isn't a betting favorite for the matchup between The New Day (Raw Tag Team Champions) and The Street Profits (SmackDown Tag Team Champions). They carry the same betting odds at -120. This Will Be An Excellent Show. It's the one day of the year where we get to see a handful of interbrand matches in WWE, and that's what makes Survivor Series such a special event. The matches on this year's card are full of excitement, too. Throw in The Undertaker's Final Farewell, and it's safe to say that Survivor Series 2020 will be an memorable event for the ages.
WWE Survivor Series Betting Odds and Predictions. This Sunday is WWE’s Survivor Series, the annual Pay-Per-View event that pits champions from their Raw brand against champions from Smackdown. There’s also a ten-person tag elimination match that’s the hallmark of Survivor Series – one of WWE’s “Big Four” events, along with WrestleMania, Royal Rumble, and SummerSlam. Since I typically cover political betting, I figured it’s only fitting to write about the next closest thing: professional wrestling ! And as usual, MyBookie is making it all possible with their WWE betting odds! Their oddsmakers posted betting lines on all the major matches. Since it features all the top stars from both brands competing against each other, there aren’t many consequences from the matches that carry over to the weekly shows’ storylines. The champions competing against each other don’t lose their titles or anything more than bragging rights. I haven’t been watching much WWE these days. However, I always keep up with the industry and what’s going on with the various angles (storylines). It’s the most hilarious and fascinating form of entertainment ever invented. I’m more partial to the industry’s history than the current product, but I keep up. So, if I miss a vague detail about the various rivalries, that’s why. All of that being said, I’m watching Friday Night Smackdown as I write this in case of any last-minute changes to Sunday’s card – something I consider a great sacrifice for our readers. United States Champion Bobby Lashley vs Intercontinental Champion Sami Zayn. American Odds. As you can see from the picture, Sami Zayn, the Intercontinental Champion – representing Smackdown – would be at a severe mismatch in any legitimate combat sport. I’m not sure that’s any less true for professional wrestling. Since finding his latest gimmick, Bobby Lashley has been a nearly unstoppable force as a member of The Hurt Business. Before signing a contract with WWE and spending time in NXT before being called up, Sami Zayn was an indie wrestling darling who wrestled under the name “El Generico.” He’s also extremely vocal about social justice issues and the effects of American imperialism and invests significant time and money on charity causes overseas. Those two seemingly unrelated points have one thing in common: they’re the kind of thing that can find a performer on the wrong side of super-Trump-donor Vince McMahon. I fully anticipate Lashley’s stablemates interfering after Sami nearly pulls off the upset, giving Bobby the opening he needs to hit his finisher and win. Tag Team Champion vs. Champion – The New Day vs The Street Profits. American Odds. Matchup Odds The New Day -120 The Street Profits -120. This has the feel of a “passing of the torch” match. The two teams actually swapped title belts in October when they both switched brands. The New Day are ten-time tag-team champions who have accomplished everything there is for a tag-team to achieve over the multi-year run in the WWE. Traditionally, they’ve been a three-man team consisting of Kofi Kingston, Xavier Woods, and Big E. However, during the last WWE Draft, they were separated, with Big E going to SmackDown and the other two heading to Raw. The Street Profits are a younger up-and-coming tag-team who are still reaching their prime – having only been in the title picture for about a year. I think The New Day will want to put the young guys over while they transition into the next phase of their careers. Following pro wrestling logic, I could see a surprise heel-turn for E here. Maybe he’ll come out to the ring, seemingly to help The New Day, only to betray them, setting up a win for The Street Profits instead. Women’s Champion vs. Champion – Asuka vs Sasha Banks. American Odds. Asuka won her Raw Women’s Championship by beating Sasha Banks at the last Survivor Series. In fact, The Empress of Tomorrow has gotten the best of Banks in most of their encounters. Based on what I saw on Friday’s go-home episode of SmackDown, Sunday should give “The Boss” her redemption. Recently, Carmella has been ambushing Sasha, leaving her lying in the ring. It happened again on Friday. That they’re using time on the go-home show to set-up future angles for the SmackDown champ and not Raw’s, reaffirms why Banks is the betting favorite. I expect Carmella to interfere in the match, but for Sasha to overcome the distraction and get a big win over Asuka. Plus, Sasha Banks has a terrible history of never successfully defending her belt. If the title were on the line, she’d almost certainly lose. Survivor Series gives her an opportunity to win a PPV match as champion, for once. Women’s Survivor Series Elimination Match. American Odds. Nia Jax, Shayna Baszler, Lana, Lacey Evans, and Peyton Royce. Bianca Belair, Ruby Riott, Liv Morgan, Bayley, and Natalya. I’ve got a theory for this one, predicated on three points: Carmella won’t be competing as part of Team Smackdown for the first time since 2016. She’s currently in a storyline with Smackdown Women’s Champion Sasha Banks. After Mandy Rose was injured recently, Team Smackdown was left with two openings, which weren’t filled until the go-home show on Friday night. Carmella would usually be an obvious choice as a late replacement. Lana, on Team RAW, has been slammed through a table by her Survivor Series teammate every week lately. I think the WWE withheld Carmella from the match because they don’t want a title challenger eating a pin before competing for a championship. Her absence from the match and the presence of Natalya tells me that Team Raw is winning. If the WWE has any sense of storytelling, Lana will be slammed through another table early in the contest. She’ll lay around on the outside or be forced to receive medical attention back in the locker room for most of the action. However, she’ll run back out to roll up the last survivor from Team Smackdown for the pin, becoming an unlikely hero and winning the match for the teammates who have refused to take her seriously and abused her for weeks now. Men’s Survivor Series Elimination Match. American Odds. Keith Lee, AJ Styles, Riddle, Sheamus, and Braun Strowman. Jey Uso, King Corbin, Kevin Owens, Seth Rollins, and Otis. Looking at the two teams, Raw simply has the better talent – both within kayfabe and out. As usual, the story leading up to Survivor Series is how none of the teammates get along, but I don’t expect it to change the outcome of the match. The most important factor I can identify is that Seth Rollins will be going on paternity leave soon, as his wife Becky Lynch is pregnant. Wrestlers rarely go on extended breaks from television without a big loss. The fifth member of Team SmackDown was a mystery until Friday’s episode of SmackDown. Before then, I thought the last entrant would either be Big E or the Undertaker, which would boost the blue brand’s chances. The Undertaker made his WWE debut at Survivor Series 30 years ago, so it seemed fitting that he’d swing the balance for SmackDown. The WWE has been advertising that the aging superstar will be making his final farewell on Sunday, but it looks like he’ll just be honored and won’t wrestle. Ultimately, Otis was given the final spot on the team. He’ll create some entertaining moments opposite Keith Lee and Braun Strowman, as they’re all massive power guys, but I don’t think Vince McMahon likes him very much. They broke up the guy’s tag-team, took away his love interest, and had him win Money in the Bank, only to lose the briefcase without cashing in. Men’s Champion vs. Champion – Roman Reigns vs Drew McIntyre. American Odds. This is the most anticipated fight of the night, between Roman Reigns – the face of the company – and Drew McIntyre. Just two ridiculously good-looking, oiled-up, buff champions throwing each other around for half-an-hour or so. Roman returned recently as a heel for the first time in his career with Paul Heyman by his side in a similar role the “advocate” always played for Brock Lesnar. Reigns has been every bit as dominant as Brock during this time as well. On Friday, the SmackDown champion was extremely dismissive of McIntyre during their contract signing. You might expect the arrogant guy to get his comeuppance after such a display, but I don’t think that’ll happen at Survivor Series. Reigns has been bossing around his cousin Jey Uso recently and making lots of comments about being the “Tribal Chief” of his Samoan family – a family with a long, rich history in professional wrestling. I foresee the WWE continuing Roman’s reign of dominance, during which he’ll continually refer to sitting at the head of his family’s table until The Rock finally shows up for an enormous blowoff match at WrestleMania.

Last week in Michigan, where online betting recently became legal, the gaming company FanDuel was happy to give new customers their beloved Detroit Pistons and an eye-popping plus 159.5 points against the Los Angeles Lakers. Bettors didn’t need the can’t-lose points — Detroit won, 107-92, costing the sports book $2 million in payouts. For FanDuel, it was money well spent. For about $45 a head, the site signed up nearly 47,000 new Michigan bettors. In the gambling industry, can’t-miss propositions and cash handouts are time-tested ways to build market share quickly. These come-ons will peak just ahead of this weekend’s Super Bowl, the holiest of occasions in the religion of sports and the most-watched television show in the United States. With DraftKings’ “Big Game No Brainer,” a new user will be able to turn $50 into $100 if either Tampa Bay or Kansas City scores a single touchdown in Sunday’s game. “Win Terry Bradshaw’s Money,” brought to you by FOX Bet, has already become a staple of N.F.L. programming on the network. Officials at DraftKings and FanDuel said they had learned from mistakes they made trying to bring daily fantasy sports to the market. In 2015, the two sports books blanketed television with advertising, spending more than $100 million each, consistently ranking among the top companies each week in airtime purchased. During the N.F.L.’s opening weekend alone, DraftKings and FanDuel spent more than $27 million for about 8,000 television spots, according to data from iSpot.tv, which measures national TV advertising. The aggressive marketing helped lift each company’s valuation to $1 billion, but it also brought scrutiny from state attorneys general who were not convinced the fantasy games were legal. With expensive legal challenges and a backlash among customers, both businesses were badly damaged. “We spent a lot of money. It was not the wisest thing to do,” said John Avello, the director of the sports book at DraftKings. “It did make us well known. Now we do it smarter.” Mike Raffensperger, chief marketing officer at FanDuel, said sports books were merely following in the footsteps of Netflix, Uber and other digital companies that pioneered new markets. This time around, FanDuel wants to become part of the sports media landscape by exploiting social media and making exclusive content partnership deals with networks like TNT and Entercom Radio, one of the country’s largest owners of sports talk radio stations. They threaten to take down student athletes in violating both NCAA regulations and state bans on gambling according to testimonies heard before the House of Representative's Committee on Energy and Commerce (Krystal 2002). There are stories of athletes losing scholarships and even expulsion, but the most dangerous effect of all of this is the damage to the true spirit of the game. Sports are the ultimate culmination of guts and glory for athletes and spectators alike, and allowing that spirit to be marred and endangered by gamblers is unpardonable (Krystal 2002). College athletes are not paid salaries to play as are professional athletes. The fact that others profit or lose money based on their performance puts undue pressure on them to perform beyond reasonable expectations, whether they are in on the gambling or not. And in cases where athletes themselves are in on the wagering, the outcome of the game already has been predetermined. This destroys the spontaneity and excitement of a fair match. "Coaches and players may become the target of verbal and even physical confrontations on the street or even in the arena in encountering an irate gambler who lost money in a wager" (Krystal). We need to look at what this means for people in this age group, not just to punish people and make prohibitions just because they happen to be athletes" (Strow 2000). Although the findings are similar to other studies, such as at the University of Cincinnati and the University of Michigan, Weinstock's study is broader than any previous look at the wagering of student-athletes and drew an especially heavy response rate from the athletes. The study also stated that 12% of male student-athletes, roughly the same portion as non-athletes, showed distinct signs of problem gambling. Moreover, five percent of the athletes surveyed demonstrated signs of pathological gambling disorders (Strow 2000). As the dust settles from the indictment of former University of Michigan basketball booster Ed Martin, who is accused of loaning more than $600,000 to former Wolverine athletes, it is likely the allegations could have crippling effects on Michigan athletics. Indiana University professor Murray Sperber, who has written several books on the demise of college athletics, said the University's reputation would be seriously harmed if the allegations made in the indictment of Martin were proven to be true. "This really hurts the University of Michigan," Sperber said. "Schools like Michigan. have a lot at stake. You are very well pleased to be one of the public Ivies -- this kind of stuff brings you down to Michigan State's level" (Gopal 2002). However, Sperber said Michigan is not the only school that has experienced a problem with college players accepting money from boosters. "It is going on in every Big 10 university," he added. "Coaches always deny it. What usually comes out is that the coaches know much more about it then they casually claim" (Gopal 2002). One example is Purdue University's basketball program. It came under scrutiny in 1999 for a number of violations involving loans given to a recruit as well as financial assistance provided by an Indianapolis businessman to the mother of a Purdue player. Other incidents include the University of Dayton's basketball team that was slapped with three years' probation the following season for similar violations, and the University of Alabama's football program was hit with massive sanctions earlier this year, including five years' probation, a two-year ban from postseason bowl games and massive scholarship reductions. The extensive sanctions were issued in part because the Crimson Tide fell under the category of repeat offenders, which left it subject to harsher penalties than Michigan may be facing (Gopal 2002). The NCAA has put new measures into effect to prevent future exchanges of money between players and boosters, however, Sperber does not feel regulations are enough. "Boosters have been giving money to athletics for a very long time. As a result, it got really out of control in the 1980s, and the NCAA put in very strict regulations," Sperber said. "There are hundreds of ways around it. So many of them, especially inner-city players, have street agents" (Gopal 2002). A street agent such as Ed Martin, is a person not affiliated with the University who gives college players gifts or money. One of the most infamous street agents is Rob Johnson. His involvement with the basketball programs at Texas A&M University and Syracuse University ended with both schools being penalized by the NCAA in the early 1990s (Gopal 2002). However, the violations tied to Johnson, including a $125 loan to a Texas A&M player, pale in comparison to the huge sums of money that apparently were given to Michigan players. Sperber suggests that universities consider paying college athletes as a way to mend the problem. "I guess one of the solutions is to pay college athletes and get the money above the table. The Detroit Pistons pay a lot more than $600, 000 for college athletes. Athletic departments are not hard enough on these boosters and particularly the coaches, and university administrators aren't tough enough on athletic departments," Sperber said (Gopal 2002). This shouldn’t come as a surprise, but not everyone is equally skilled when it comes to sports betting. Most bettors are somewhere near 50-50 (in other words, below the 52.4% clip needed to make a profit on standard point spread bets, with some lower and some higher). And some significantly higher. Now, the term “significantly” needs to be contextualized in that usage. No one is hitting 75% of their plays over time, for example. But a very skilled bettor might be somewhere around 55%, and some could even approach 60%. Bettors who hold such a win rate over a long period of time are called sharps. What Is a Sharp? In sports betting, a sharp is a long-term winning bettor whose opinion is well respected by sportsbooks. When a sharp bettor places a wager, sportsbooks take notice and might even move their lines as a result. If several sharp bettors come down on the same side of a game, the line will almost certainly change — even if that side is not the popular one. How Can You Tell What Sharps Are Betting? There are a few ways to gauge sharp action (what sharps are betting on). Some of the easiest include comparing bet percentages to money percentages as well as line movement, and from locating steam. With that in mind, comparing the percentage of tickets (bets) to the percentage of actual money on that side can give a good indication of how sharps are betting. If only 25% of bets are landing on Northwestern in a game against Michigan, for example, but the Wildcats are also accounting for 55% of the money, there’s a pretty good chance that sharps are among that 25%. Reverse Line Movement. Reverse line movement occurs when a betting line moves away from the popular side, and is perhaps the clearest giveaway of sharp action. To return to the example above, if all you know is that 25% of bets are landing on Northwestern, but you see that Michigan has fallen from -10 to -9 since the line opened, you can pretty safely assume — barring no injuries or other game factors changing — that oddsmakers are looking to take on more Michigan action because their sharper customers are betting Northwestern. In other words, step back and ask yourself why oddsmakers would move the spread to make it easier for the majority of their customers to win this bet. They likely have either a significant monetary liability or have been influenced by sharp action. And in many cases, one means the other. Steam Moves. A steam move is defined by a sudden, drastic and uniform line move across the sports betting marketplace, and is usually the result of multiple sportsbooks taking sharp action on the same bet at the same time. Steam is not easily trackable without help from a betting service, as it requires either an odds page — with live updating numbers from all across the market — to be open, or a feature like Sports Insights’ Bet Signals, which track and record each occurrence of steam in real time. Should You Follow Sharp Action? Since sharps are long-term winning bettors, the simple answer to this question is yes, but what makes the answer not-so-simple is that truly following sharp action is almost impossible. Because sharp action usually results in line moves, it’s difficult to make the same bets that sharps are making. Another danger of trying to follow sharp action is that some seemingly sharp moves can wind up being part of a greater “setup” to create a more favorable line for the bet that the sharps actually want to place. For example, a sharp bettor or sharp syndicate (group) may attempt to cause a steam move by placing bets on a given team, only to come back with even bigger bets on the other side once the line has moved to a more desirable number.

Kansas City's young gunslinger—the 25-year-old Patrick Mahomes—will be playing in his second-consecutive Super Bowl. In only three years as a full-time starter, Mahomes has already won one Lombardi, one Super Bowl MVP and one regular-season MVP. In many ways, this quarterback matchup is representative of the NFL's past and its future. There's a lot more history involved in this game than at the quarterback position, though. Kansas City, which has been in the AFC title game three straight years, may be in the beginning stages of the league's next great dynasty. The Buccaneers are back in the big game for the first time since the 2002 season. Tampa won Super Bowl XXXVII to claim the only Lombardi Trophy in franchise history. Three will be plenty of star power on the field, too—from defensive playmakers like Shaquil Barrett and Chris Jones to pass-catching phenoms like Chris Godwin and Tyreek Hill. Super Bowl LV could be a shootout, a defensive battle or anything in between—though it landing on one extreme end of the spectrum or the other feels unlikely. If the Buccaneers can get to Mahomes as they did Aaron Rodgers in the NFC title game—he was sacked five times—Tampa could quickly shift the momentum of this game. Of course, the pass rush is a two-way street, and Brady will have to deal with the likes of Chris Jones when he's on the field. When the Chiefs and Bucs faced off in the regular season, Brady was only sacked once, but he was also forced into two interceptions. Kansas City won that game 27-24. It's worth noting, though, that the Chiefs got off to a hot start in that game before surviving with a three-point win. The Buccaneers may get off to a slow start here, as is typical for Brady. In nine previous Super Bowl appearances, Brady's teams have scored a total of three points in the first quarter. "Hard to explain why or why not that hasn't happened," Brady said, per Michael David Smith of ProFootballTalk. "I'm sure they're all a lot of individual things, why that's happened or not." Expect Brady to put a few more points on the board in this one, though, and to help the score creep past the over. While this may not be a full-on shootout, it's probably not going to be a defensive struggle, either. There will be too much offensive talent on the field—Hill, Travis Kelce, Chris Godwin, Evans, Watkins and Brown are just a few of the notable names—for either of these defenses to completely shut down the opposition.
