This is a huge business, and a lot of people have cashed in on it. But it has led to some ambiguous legal issues, as the legality of online gambling is constantly being challenged. There are differences in the legality of making bets, taking bets, facilitating payments to casinos, and advertising on websites. And there are constantly new legal challenges. So here is a breakdown of the law on online gambling. Legal Forms of Gambling. There is no federal law against placing a wager online. So, you can legally place a bet online. However, a wager must not be placed on a site located in the United States. There is a small chance players might run afoul of state law, but there is little chance of prosecution. The only case cited where a person got into trouble with a state was in 2003. Jeffrey Trauman of North Dakota paid a $500 fine on over $100,000 of online sports bet winnings. Sites that are set up outside of the United States are legal. Therefore, gambling on websites located in areas like Australia, the Caribbean, and Latin America is legal. Just be very clear that the site you are playing on is not based on U.S. soil. Definitely Not Legal Forms of Gambling. It is never legal to gamble on a website based in the United States. Betting On College Sports — Or Not — Often A Game Of Political Football. Prohibiting betting on college sports leaves money on the table, allows black market to continue to thrive. At the 2019 National Championship game between Alabama and Clemson at Levi's Stadium (Kirby Lee-USA TODAY Sports) When sports betting went live in Mississippi last summer, it was a no brainer to allow bettors to wager on Mississippi and Mississippi State football games. After all, there are no professional sports teams in the state, and SEC sports are a second religion in the deep South. “Tell me that people are not already betting on these games all over the place, anyway,” Allen Godfrey, executive director of the Mississippi Gaming Commission, quipped to Sports Handle at the time. But Mississippi is one of only three states with active legal sports betting that allow bets on their local college teams. Nevada and Pennsylvania are the other two. In June, when the D.C. Lottery rolled out its rules for sports betting, it “carved out” local college teams, making it illegal, for example, to bet on Georgetown basketball. Also in June, when the Illinois general assembly voted to legalize sports betting, it ultimately chose to carve out Illinois-based teams, which means fans cannot bet on Northwestern football or Loyola basketball. Reasons not to allow betting on college sports. In both Iowa and Indiana, which legalized sports betting within days of each other in May, fans can bet on any college team they want, but like in Mississippi, they can’t make prop bets. Athletic directors from Pennsylvania to Illinois have argued that bettors should be prohibited from betting on local teams to help protect the integrity of the games, and the athletes themselves. A common claim, and one made by Illinois State Athletic Director Larry Lyons during sports betting hearings, and Penn State President Eric J. Barron in response to the Pennsylvania Gaming Control Board’s temporary regulations last year, is that college athletes aren’t protected, or insulated enough from potential negative influences. “We are concerned that implementation is likely to have a negative effect on the integrity of college athletics and on the health, safety and welfare of Pitt’s students. Students may be more inclined to participate in gambling activities, possibly to their detriment,” Barron wrote in June of 2018. Student athletes, athletic directors claim, eat, sleep, study and socialize with the general student population and therefore are easily accessible and could be swayed into taking game-altering bribes. At the same Illinois hearing, another athletic director pointed out that there is still contact between athletes and other students, even when games are played out of state. Ultimately, lawmakers prohibited betting on any college event in Illinois or Illinois team regardless of where it is playing. It’s all about politics. “It was way more of a political decision than anything,” said Illinois primary sports betting bill sponsor Mike Zalewski (D-District 23). “We thought that if we didn’t make the athletic directors happy, we were afraid that lawmakers from those towns would oppose the (sports betting) bill.” Illinois sportsbooks also won’t lose much by prohibiting betting on local teams. Though the state is often represented in March Madness (Loyola got the Final Four as recently as 2018) and Northwestern’s football team has long since broken through its futile years and gone on to win three Big Ten titles in the last 25 years, the popularity of, and commitment to, local college teams in Illinois can’t touch what it’s like in Mississippi or even Pennsylvania. From Ole Miss to the MSU Bulldogs in the Magnolia State or from Penn State football to Villanova basketball in Pennsylvania, the impact of prohibiting betting on local college teams is significantly steeper. “Other than the Saints being close to us, there is nothing,” said Mississippi’s Godfrey. “It’s college, period. Since we don’t have a lot of pro teams, that’s what we live for, the SEC. It wouldn’t surprise me if in Florida, that college football games do better than the NFL.” Sports betting isn’t legal in Florida, so that comparison is currently unavailable, but in Mississippi, bets on college sports accounted for up to 64 percent of all bets placed through the first three months of the year. During that time, Mississippi, Mississippi State, LSU and Auburn all competed in March Madness, with LSU advancing to the Sweet 16 and Auburn getting to the Final Four. As the only state in the deep South with active legal sports betting, Mississippi certainly benefitted from LSU’s and Auburn’s runs, in addition to their hometown teams. College sports critical to Mississippi sports betting. According to statistics that Godfrey collected from Mississippi sportsbooks, bets on college teams accounted for 43 percent of all bets placed in January, 53 percent in February, 64 percent in March, 11 percent in April and just less than one percent in May, when there are, essentially, no college sports to bet on. Similar numbers were not available for Pennsylvania, but at the very least, the numbers bear out that Mississippi would have given up plenty had it prohibited betting on local sports teams. “College sports is very big in the South, and that is supported by those numbers,” Godfrey said. “If (a carve out) was the law here, I wouldn’t argue, but I think we’d be missing a lot of revenue here. I just don’t think there is a one size fits all here.” It’s laughable how some state legislators refuse to grasp sports betting basics: 1) Allowing college sports bets won’t create a tidal wave of nefarious activity. Even Zalewski admitted that if Notre Dame, which is in neighboring Indiana, called Illinois home, things may have played out differently. “One hundred percent different,” Zalewski said. “But as much as we don’t have a high Q-rating university in terms of athletic prowess, the universities do have a lot of political pull in this state.” From a stakeholder standpoint, banning betting on college sports is leaving money on the table and more importantly, leaving the door open for the black market to continue to thrive. In nearly every state that has considered legalizing sports betting, a key part of the conversation is keeping gambling money in state rather than letting it continue to flow offshore or into the pockets of local, illegal bookmakers. Black market can still thrive. “It’s wildly popular to bet on college sports,” said then-American Gaming Association Vice President of Public Affairs Sara Slane. “If you are an Illinois sports fan, and you want to bet on Northwestern, and you download ‘name-your-app,’ and Northwestern wasn’t there, what would you do? The options are to drive over the state line or go to the black market.” Louisiana State Senator Danny Martiny (R-District 10) knows that well. In his impassioned effort to bring sports betting legalized to Louisiana, Martiny repeatedly pointed to the fact that Louisianans take their entertainment dollars and spend them in casinos, and now sportsbooks, in Mississippi. “It’s happening, it will continue to happen,” Martiny said of Louisianans going out of state to place sports bets. “Those same people that go over to Mississippi and go to Arkansas and blow their paychecks, they come back to Louisiana and fight with their spouses and significant others, and they get arrested. It’s here.” Operators obviously want to maximize whatever market they are in, and lawmakers claim to want to drive as much revenue from sports betting as possible to their respective states. Whatever the amount of tax revenue, banning betting on a particular sport or team or level means there’s still money flowing out of a state, and that the black market, whether that is a corner bookie or an online app, still has a foothold. “It’s hypocritical of a state to legalize sports betting and then say you can’t bet on college sports,” Slane said. “I think it creates less transparency.” Said Brendan Bussmann of Global Market Advisors: “What are we doing about the college bookie? College and offshore bookies continue to win wagering on college athletics because while those are being taken off the table by legitimate operators, (illegal books) are still operating.”

They have to win by the point spread offered by the sportsbook. The favorite in a game is listed as being minus (-) the point spread. Let’s use the upcoming Super Bowl between the Kansas City Chiefs and Tampa Bay Buccaneers as an example. Using this example, the Chiefs opened as 3-point favorites over the Buccaneers (currently Chiefs ). The Chiefs need to win by 4 or more points to cover the spread. Likewise, the Buccaneers opened as 3-point underdogs. That means the Buccaneers would need to win the game outright or not lose the contest by 4 points or more. If the line is Chiefs -3 and they win by exactly 3 points, the betting result is a “push” and bettors for both sides would get their wagers refunded. Point spread betting odds. What Does Covering the Spread Mean? “Covering the spread” is another way to say that a team won a point spread bet. ATS Definition. What does it mean when a team is 9-2 ATS this season? ATS stands for “against the spread.” So an ATS record is simply wins and losses against the spread. To add new leagues and teams, you will do so in the “REF” tab. This tab holds all of the lookup information for the dropdowns throughout the spreadsheet. Again, the cells available to modify are in yellow. You can add the following dimensions: Leagues (ex: WNBA) Teams (ex: Chicago Sky) Tags (ex: 2nd half) Bet Tracker Spreadsheet Metrics. Deciding what to track is important in determining how you measure success. The spreadsheet tracks the following key metrics: Closing Line Value. Closing line value (CLV) is a measure of how much better or worse the odds you bet at were compared to where they closed. If you believe the markets you are betting into are efficient (NFL point spreads, MLB moneylines, etc.), then CLV is a great predictor of long term success. All you need to do is input the odds you placed your bet at as well as where the odds closed. Preferably you use a market making sportsbook like Pinnacle to decide what the “true” closing line was. Profit. Profit is about as simple as it gets. Are you making or losing money? While this is the “bottom line”, surprisingly it isn’t always predictive of long term success. Still, you will obviously want to see how much money you have made or lost. This is what most people tend to look at. It is a measure of how profitable you are relative to how much you are risking. While at the end of the day, the money in your pocket is what matters, this metric focuses more on results rather than process and is a measure of efficiency. Also known as the Bradley Act, or just PASPA, the Professional and Amateur Sports Protection Act was a sweeping federal regulation that passed in 1992, with the supposed intent of protecting the integrity of sports by making sports betting illegal. At the time the bill was passed, there were sports lotteries in Delaware, Montana, and Oregon, as well as licensed and regulated sports betting in Nevada, so those four states were exempt. The law effectively prevented the expansion of the sports betting market throughout the United States in what many categorized as a discriminatory law that favored a few states while restricting others. The repeal of PASPA took care of freeing sports gambling as the last remaining federally prohibited form of state-regulated online gambling. A few weeks into 2021, lawmakers in more than a dozen states have already introduced sports betting legislation or have announced plans to do so. Here’s a state-by-state recap of some of the most important such bills filed during a frantic start to the 2021 legislative session: Georgia. A bipartisan group of lawmakers in the state House of Representatives introduced a mobile sports betting bill last week that would allow at least six individually branded online licenses under the purview of the state lottery. Status: The bill has not been assigned yet to a committee but it is being championed by Rep. Ron Stephens, who chairs the House Economic Development & Tourism Committee. That means it should at least get a serious look. Look Ahead: Georgia came surprisingly close to passing legal sports betting last year, backed by Republican fiscal conservatives and the state’s professional sports organizations. However, any gaming bill still faces opposition from religious and social conservative organizations and lawmakers. The back-and-forth between these factions of the GOP could determine sports betting’s 2021 hopes. Connecticut. After years discussing legal sports betting, Connecticut finally seems on the verge of legal wagering legislation passing into law. Status: A bipartisan, bicameral bill with 17 sponsors — and the backing of Gov. Ned Lamont — was filed last week and now awaits further action in the Joint Committee on Public Safety and Security. Look Ahead: The bill offers few details beyond approving the state’s two gaming tribes to open retail and online sportsbooks, as well as online casinos (the state lottery would also be able to expand its offerings). Significant work is required before this bill could pass but the fact so many lawmakers are on board, as well as the tribes, gives online sports betting and casino gaming a great chance to pass, even if it looks like there may be limited wagering options. Missouri. But after a similar 2020 bill faltered following a promising start, this year’s legislative session leaves little wiggle room for what appears a long-shot effort. Status: This year’s bill hasn’t been taken up by a committee yet but assuming it advances as its counterpart did in 2020, the real question remains if it will get a vote before the full House floor. Look Ahead: Kentucky gaming bills always face tough odds in a state with strong anti-gambling sentiment but this year, lawmakers are more focused on restoring historic horse racing terminals — and, more so, a major budget crunch execrated by the COVID-19 pandemic. With an already truncated odd-numbered legislative session to begin with, sports betting may struggle to gain much traction in Frankfort. New York. Assemblymember J. Gary Pretlow and Sen. Joseph Addabbo have introduced identical bills in their respective chambers that would allow up to 14 online mobile operators as well as betting kiosks at professional sports stadiums and off-track betting venues. Status : Both bills could see votes in their respective gaming committees as early as this week, but that vote isn’t as important as a budget proposal expected from Gov. Andrew Cuomo in the coming days. Look Ahead: Cuomo surprised the gaming world earlier this month when he came out in support of legal online wagering but just as quickly angered stakeholders when he said he wanted only one operator. A press statement released last week indicated the governor may support a multi-operator model, but it will have to come with the backing of lawmakers already looking to advance a proposal of their own. The fate of New York online betting depends on finding an agreement on either a multiple operator or single operator model. Cuomo’s draft budget could go a long way toward that solution. South Dakota. After voters backed a 2020 ballot measure to legalize sports betting last fall, lawmakers introduced follow-up legislation in January that would lay out key regulatory and taxation details for retail sportsbooks in the historic gaming town of Deadwood, as well as Native American casinos. Status: The bill in South Dakota has been assigned to the Senate State Affairs Committee and could be discussed as early as this month. Look Ahead: Passing a retail sports betting bill seems like a safe bet in 2021. Online sports betting is the bigger question. Though gaming is only allowed in Deadwood, some mobile betting backers believe online wagering could be permitted statewide if the computer servers are physically within Deadwood limits. Though it would mean far larger revenue potential, it’s a logistically, politically and possibly legally more difficult endeavor, and the initial bill’s lack of mobile betting authorization indicates it may not even be considered in this year’s session. Massachusetts. Lawmakers discussed a handful of sports betting bills in 2020, including one sponsored by Gov. Charlie Baker, but elected officials couldn’t reach consensus despite bipartisan support. The General Court is set to take up wagering bills again in 2021, but some of the logistical hurdles remain. Status: Rep. Bradford Hill introduced a trio of mobile sports wagering bills last week, and more are set to follow in the Senate (and possibly the House). With the state’s year-long session just beginning, additional legislation to follow and more pressing budget concerns to consider, it could be a while before these specific proposals see much momentum. Look Ahead: Massachusetts, which has increasingly embraced gaming in recent years as competition for gambling dollars grows in other New England states, has frustrated the sports betting industry with its failure to advance legal wagering despite the latent political support. With statewide, legal wagering already in Rhode Island and New Hampshire (and likely in Connecticut) there’s more motivation than ever to pass a bill. Politicians still must work out operator access, college betting legality and a host of other issues they’ve struggled to reach consensus on in recent years. Other States. Several more are poised to introduce sports betting legislation in the coming weeks, while others with legal wagering already are working on growing their betting options. Legislation Pending: Maryland is all but guaranteed to take up fleshed-out legislation later this year after voters overwhelmingly backed a 2020 referendum that legalized sports betting. Texas, Minnesota and Arizona are among the next wave of states that could also see legal sports betting bills in 2021. Expanded Options: Officials in Oregon, Washington and Virginia have filed bills that would increase the number of legal sportsbooks in their respective states. Additional sports betting bills could face political obstacles, but it’s nevertheless a sign of political interest for expanded markets.

Low Putts: This can be a tournament format or a side game. You throw out your other strokes and only count putts. The player or team with the fewest putts is the winner. Round Robin: Four golfers pair off for two vs. two matches, and partners rotate every six holes. Each member of the quartet partners each golfer for one of those six-hole matches. Round Robin is also called Sixes and Hollywood. Fairways & Greens: This betting game is best for groups of golfers with similar handicaps. The object is to hit fairways and greens. The catch is that you have to be the only player in your group to hit the fairway or hit the green to win the bet. Wolf: This game is typically played with full handicaps. Four players play independently to have the most points at the end of the round. The order of play is determined on the first tee shot. The wolf is the last to tee off. The teeing order rotates on each hole so that each player becomes the wolf once every four holes. If you want to be a Lone Wolf, you can declare that you are playing the hole alone before anyone tees off on the hole. Note that this is a massive gamble because you will either win triple or lose triple compared to the golfers on the other side. Double Bogey: A double bogey is made by a golfer scoring two strokes more than par to complete the play of a hole. A golfer whose average score per hole is a double bogey will average 36-over par (two-over per hole times 18 holes). Some recreational golfers score in that range or even higher. Sports betting does not sound close to becoming a reality anytime soon, as there are a number of factors working against it. The Seminole Tribe of South Florida has operated several brick-and-mortar casinos, paying a flat fee to the state in revenue. However, horse racetracks and jai-alai frontons were greenlighted for another form of gambling, designated player card games, sometimes resulting in wagering up to $50,000 per hand. The Seminole Tribe was unhappy that they did not have exclusivity to table-game wagering and balked at paying money back to the state. Negotiations have been underway to make the Seminole Tribe, the pari-mutuel facilities and Republican Governor Ron DeSantis all happy . While Gov. DeSantis has been reluctant to expand gambling in the state, legislators have been working on a deal that would make the tribal casinos a hub for sports betting. This would essentially mean the tribal casinos would get a percentage of the overall gambling revenue made even outside of their facilities. The sticking point might be if the Seminole Tribe only wants sports betting at their brick-and-mortar facilities, completely shutting out the racetracks, jai-alai frontons, etc. Another obstacle might be the voters themselves. While a deal could be hammered out to make please everyone, a ballot initiative passed by voters in 2018 required any gambling expansion outside of the tribal casinos and the lottery required to be initiated by the voters, not the state legislature. (Cap News Services) – As many Americans prepare to finish out their fantasy football seasons this week, a State Senator is hoping next year you may be able to legally play for money. A bill to legalize sports betting has been filed for the 2021 legislative session. “This activity is occurring in Florida today,” said State Senator Jeff Brandes. Brandes wants Florida to get in on the action. His proposal would put the Department of the Lottery in charge of regulating sports betting. “This would allow a much more legitimate way to play,” said Brandes. The bill would permit betting on both collegiate and professional sports with winnings taxed at 15 percent. Athletes, coaches, referees and management would be banned from betting and as with the lottery, revenues generated would go towards education. “To expand the great school offerings we have in the state,” said Brandes. FSU sport management professor Dr. Jason Pappas said it could also help boost revenues for college teams, which have been hit hard by the pandemic. “This would be another huge revenue stream that would offset some of those costs and I truly believe over the long term would actually increase probably bigger than any other revenue source that’s out there when it comes to sport,” said Dr. Pappas. The odds are generally against any gambling legislation passing in Florida as lawmakers attempt to negotiate a new gaming compact with the Seminole Tribe further complicating lawmakers bill advancements. Brandes hopes his bill can stand on its own. “Doing it through the lottery, we’re not giving anybody anymore leverage against us in terms of withholding funds if somebody technically breaks the compact,” said Brandes. The push is on in Florida to legalize sports betting, and a pile of cash is at stake. State Sen. Jeff Brandes, R-St. Petersburg, says Florida is missing out on much-needed tax revenue by keeping sports betting underground. He cited studies by economists that $150 billion in illegal sports betting takes place nationwide. "We think it’s time for Florida to take it out of the shadows and into the sunshine,” he said. Brandes filed a bill that would authorize the Florida Lottery to offer sports betting through self-service kiosks. The state lottery would also offer licenses for businesses to take sports bets through websites and mobile apps. Licensees would split their proceeds 50-50 with the state’s share going to fund scholarships and educational services. Legalized sports betting is inevitable, but it won’t happen in the near future in Florida, said Bob Jarvis, a law professor at Nova Southeastern University. Jarvis said he wouldn’t bet on Brandes’ bill finding success in Tallahassee because it ignores the “800-pound gorilla in the room" — the powerful Seminole Tribe of Florida. “His bill is DOA,” said Jarvis, who teaches classes on gambling law. “A longshot comes through every once in awhile. This bill isn’t getting out of the chute.” The tribe operates six casinos across the state and wants to control sports betting, he said. Legalized sports betting also would set off a barrage of lawsuits that would take time to resolve — from whether sports leagues should get a cut of the proceeds to whether the Legislature has the power to offer sports betting through the state lottery, Jarvis said. Brandes’ bill would allow betting on collegiate and professional sports, as well as Olympic and international contests. Youth and high school sports are omitted. The bill allows in-game betting, and you’d have to be 21 or older to wager. While Brandes sees a boon for the state, John Sowinski, president of the anti-gambling group No Casinos Florida, sees a nightmare. He said legalized sports betting would turn stadiums into open-air casinos where fans are betting on everything from how many fumbles there will be to how long it will take a singer to finish the national anthem before the game. Sports would be forever changed by the addictive form of gambling that would be only a click away, Sowinski said. He doesn’t think the Legislature even has the authority to authorize sports betting. “It can only be approved by voters through a statewide constitutional initiative," Sowinski said. “It is a reasonably open and shut matter.” In 2018, voters approved Amendment 3, which stipulated that any expansion of “casino gambling” can be done only through a citizen-initiated constitutional amendment. Sowinski said that means voters would have to approve sports betting in the ballot box. Brandes, though, has a different interpretation and thinks sports betting could be authorized by the Legislature and wouldn’t require voter approval. That amendment, plus the Florida House’s historic opposition to gambling bills, could put a stop to Brandes’ efforts. His bill does not have a companion piece of legislation in the House. Earlier this year, the Seminole Tribe quit a longstanding revenue-sharing agreement it had with the state, which granted the tribe exclusivity on lucrative blackjack and other banked card games at its casinos. The Seminoles say the state has failed to enforce that exclusivity, and the tribe started withholding its roughly $350 million annual payments earlier this year. As a new deal is being negotiated, the tribe has expressed an interest in sports betting.
